Magazine journalist Renji Himura is suspicious of the corrupt nature of Japanese politics and has uncovered a number of parliamentary scandals in his quest to clean up the political scene. Tetsuya is a member of the party's largest faction, the Teikankai, along with his ally Yuichi Tanigawa, who was elected in the same year, but becomes increasingly dissatisfied with the methods of faction chairman and former Prime Minister Shiro Oda. In order to regain the prime minister's office, Oda has brought in Kojiro Suzuki, the current prime minister, and is building a puppet government. Then, Renji receives a tip-off from a mysterious person.

In 1985, during the "Yamasei Conflict" in Kitami City, Hokkaido, Kazuharu Hashizume (Jiro Okazaki), leader of the Hashizume group under the Kamo faction of the Seiwa-kai, was gunned down by a member of the Tsuzuki faction, part of the Iwai group under the Inahara-kai. Despite this, the Seiwa-kai, the parent organization of the Hashizume group, pushed for a truce with the Tsuzuki faction, which had ties to their current rivals, the Yamaga group, to prevent further escalation. Unwilling to accept this decision, Kohei Nagamine (Yasukaze Motomiya), the Hashizume group’s lieutenant, leads his men in a defiant act of "truce-breaking," prepared to make enemies of yakuza across Japan.
